Will you guys need transportation to move cargo to the job site?
This will be up to the GC managing the project. At this point, we are looking for licensed GC's to manage the work described in the RFQ.
We are interested and would like to participate in the solicitation, but we are an electrical contractor and not a general contractor. We hold a non-restricted electrical license. Would this exclude us from participating? If necessary, we can partner with a GC, but I wanted to ask first so I know the best approach to our response.
We currently require that our contract is with a general contractor licensed in Georgia. Without a GC license, a bidder would not be eligible.
My first question is regarding the budget for this RFQ. 5-15k allocated for roof repairs and electrical upgrades may not be enough funds to complete both areas of upgrades in many cases, so will you all be able to use some of funds that will be allocated for solar installation for the electrical upgrades?
No. We cannot mix the funds.
Next question - Can selected enabling upgrade contractors' partner with solar install contractors as a team for home repair upgrades to solar installation of each project from start to completion?
Yes. But the contractor providing services for Enabling Upgrades needs to be awarded a contract through our RFQ process.
What is the anticipated monthly volume of homes assigned to each contractor once the program starts in September 2025?
We are unable to predict the volume of homes assigned to each contractor. However, Enabling Upgrades is anticipating supporting around 200 homes across the state by the end of the year. Our goal is to have 5-10 general contractors leading the work.
Will project assignments be equally distributed among awarded contractors, or prioritized based on geography, capacity, or other metrics?
Both. We will rotate assignments through contractors who are assigned to regions of the state.
Will homeowners or community facilities already have verified eligibility and consent before contractors arrive onsite?
Yes.
Are contractors responsible for facilitating any portion of homeowner communication, access, or scheduling?
Yes.
What are the specific parameters or limits for “roof repairs” and “electrical upgrades”?
Contractors are expected to make roof and electrical repairs needed to support new solar and meet the local code.
Are contractors responsible for removal of hazardous materials (e.g., asbestos, lead paint) if encountered?
Yes.
Will the upgrades ever include non-standard work items (e.g., HVAC, plumbing rerouting) not mentioned in the scope but necessary?
Perhaps. Enabling Upgrades funding covers only the work that is required to prepare a home for solar.
Is there a defined process for submitting change orders or requesting scope adjustments?
Yes.
Will there be a contingency fund or supplemental budget for unforeseen conditions discovered during construction?
No.
Who is responsible for conducting final inspections and quality assurance of completed work?
The General Contractor.
What are the standard timelines and procedures for addressing punch list items or failed inspections?
This will be determined on a case-by-case basis.
Will contractors be trained on or given access to the cloud-based tracking system mentioned in the RFQ?
Yes.
What specific data inputs or documentation will be required per project (e.g., photos, permits, before/after reports)?
This information will be provided upon contract award.
Are there preferred or pre-approved vendors/suppliers to meet Build America, Buy America requirements?
This is in progress.
Will tree trimming/removal require municipal coordination or utility clearances, or will that be handled by 2KB?
That will be handled by the General Contractor and/or the tree company doing the work.
Are contractors expected to handle all permits independently, or will 2KB assist in permitting logistics?
Contractors will handle permitting.
Are there any pre-negotiated municipal agreements to expedite permitting or inspection across Georgia?
No.
Can you provide historical or expected invoice turnaround times for projects completed under 2KB or Good Fund?
This will be negotiated in the contract.
Will partial invoicing be allowed for larger or multi-trade projects, or only full completion billing?
This will be negotiated in the contract.
Are there plans to extend the program or launch new funding rounds beyond the current May 2029 window?
No.
Will high-performing contractors receive preferred status or advance opportunity in future scopes of work?

Will 2KB provide back-office support, templates, or technical assistance for Davis-Bacon compliance (e.g., certified payroll)?
Sam.gov provides resources. Our team is investigating opportunities to provide software access for contractor support.
How will prevailing wage rates be distributed and kept up to date? Will they vary by county or project type?
Prevailing wages for every county and project type can be found on Sam.Gov.
What insurance coverage thresholds are required (e.g., General Liability, Workers’ Comp, Umbrella)?
This will be provided in the contract.
Are contractors required to list 2KB or Good Fund as additional insureds on all policies?
This will be handled when provided a contract.
Do subcontractors need to be pre-approved by 2KB, or can contractors freely select their teams?
Subs should be selected by the contractor. 2KB does not make recommendations.
Are general contractors responsible for monitoring and enforcing Davis-Bacon and BABA compliance for all subs?
Yes.
What will the September–October training sessions include? Who is required to attend?
The training session will introduce contractors to the program, program partners, contractor expectations, work-flow, partnership opportunities, Davis Bacon, and Buy America Build America Act.
Will training be conducted in-person or virtually, and will recordings be made available?
Virtually. We would like to make the trainings an opportunity to get to know our contractors, so we will likely require live attendance. There will be multiple trainings.
What is the defined conflict resolution process for disputes between contractors, homeowners, or the program team?[RN1]
